Draft Local Housing Strategy 2041
Council has drafted a Local Housing Strategy to set long-term housing goals for Sutherland Shire. Our draft strategy aligns with the NSW Government housing target of 6,000 new homes by 2029. These targets prioritise more diverse and well-located homes in areas with existing infrastructure capacity.
Our draft Strategy has been shaped following community feedback on the future of housing in Sutherland Shire. Feedback indicated that future housing should reflect a mix of:
- dual occupancy and secondary dwellings
- infill villas and townhouses
- lower scale apartments and higher density apartments in centres.

Our vision is to plan for greater housing opportunities, providing a range of housing types, and addressing affordability to maintain a thriving community. Residents will be able to live in safe, comfortable, and secure housing in neighbourhoods that are characterised by landscaping or natural qualities.
We encourage you to also read our Draft Affordable Housing Contribution Scheme which is currently open for consultation. The scheme sets out how Council will collect contributions from certain developments to help fund affordable housing in the community.

What's next
Following community consultation, Council will review and consider all feedback received. Submissions may inform changes to the draft Strategy before it is finalised for adoption by Council. The Strategy will then be referred to the NSW Department of Planning Housing and Infrastructure to review before it comes into effect.
Once the Housing Strategy is in place, Council will move to preparing Place Plans for the primary centres in Sutherland Shire - Miranda, Sutherland-Kirrawee and Caringbah. We expect these plans to be reported to Council from mid-2025. The Place Plans will detail how these centres will change and grow over the next 10 years.
