What is a kerb-side hardstand?

    Council has separate definitions for hardstands on private land vs. public land as follows:

    Hardstand (Private Land): A paved or hard surfaced area within the private property for vehicles to park.

    Kerb-side Hardstand (Road/Public Land): A paved or hard surfaced area within the nature strip behind roll-kerb, providing an opportunity for vehicles to park partially off the road pavement. 

    Can I construct a hardstand outside my house?

    There will be no private applications for hardstands on public land. A request for a street to have hardstands can be made via Council’s customer request process and will be assessed in accordance with the Policy for hardstands.

    What is Council’s Hardstand Program?

    The draft Provision of Kerbside Hardstands Policy outlines a framework for prioritising the installation of on-street parking hardstands next to roll-top kerbs and gutters. These projects are considered for delivery through Council’s Capital Works Program.

    How does priority ranking work in the Hardstand Program?

    All projects will be classified and delivered in order of priority from 1 to 4 with Priority 1 being the most important priority. Where physically and economically practical, Council will provide hardstands into road reserves behind roll-top kerb and gutter only in the following priority order: 

    Priority 1 – Risk Management 

    Locations where sight distances, road widths or verge (nature strip) topography and damage provide a risk to vehicles and pedestrians. 

    Priority 2 – Places of High Visitation - Daily Demand 

    Locations in and around town centres, employment zones, schools, transport hubs, regional open space where parking turnover is high and there is daily demand on these streets. 

    Priority 3 – Places of High Visitation - Seasonal Demand 

    Locations around sport and recreational facilities, where parking flows into surrounding residential streets with roll-top kerb and gutter, where there is seasonal demand from sport / recreation. 

    Priority 4 – Residential Streets away from places of High Visitation 

    Locations in residential streets with roll-top kerb and gutter with significant degradation of nature strips around parking provision.
