Sutherland Shire Council is exhibiting a Planning Proposal for 101-151 Port Hacking Road (Frank Vickery Village) as the first step in amending the Sutherland Shire Local Environmental Plan 2015.

This Planning Proposal aims to:

  • Support the growing need for aged care facilities within the Sutherland Shire area
  • Support the needs of our ageing local residents and enable them to remain in the community they love, close to their support network (family, friends, medical practitioners)
  • Foster a friendly, caring village community, where residents can enjoy a host of activities and relax in spacious landscaped grounds
  • Support and empower residents’ independence by creating an environment that is specially designed to help maintain it
  • Continue Wesley Mission's strong relationship between residents, families, friends, carers and their staff
  • Provide an easy transition to the on-site ageing-in-place facility which offers additional support and assistance should the time come where a higher level of care is needed
  • Build on Wesley Mission’s long history as a reputable provider of care designed to support each person to live well and achieve quality of life.

Wesley Mission and Frank Vickery Village:

Wesley Mission is a not-for-profit organisation that has operated as an aged care provider since 1928. Wesley Mission opened Frank Vickery Village Sylvania in 1948 at its current location and has continued its operation since. This is co-located with the Wesley Vickery Sylvania residential care facility. Wesley Mission also operates Wesley Vickery Sylvania on the site Wesley Mission also operate a Lifeline 24-hour crisis call centre from the heritage cottage located within Frank Vickery Village.

Wesley Mission will continue operation of the Frank Vickery Village site and will uphold support for residents and their families throughout the process of consultation, redevelopment and update of care facilities.

What's changing?

The Proposal is to rezone the site from R2 Low Density Residential to R4 High Density Residential, include Local Provisions to increase the floor space ratio to 1.26:1 and the maximum building height to 26.5m, and include Additional Permitted Uses for retail, indoor recreational and medical floor space to support residents and the surrounding community.

Both the Local Provisions and the Additional Permitted Uses are conditional on the redevelopment of Frank Vickery Village being for the purpose of providing a contemporary seniors housing village.

Council is simultaneously exhibiting a proposed amendment to Sutherland Shire Development Control Plan to introduce site specific controls which provide more detailed design guidance for the proposed redevelopment.

Next steps:

  • The Planning Proposal and all submissions will be considered by Council. If the Proposal is considered to have merit and supported by Council, it will be forwarded to the State Government requesting an amendment to the Sutherland Shire Local Environmental Plan 2015.
  • Once this amendment is made, it is anticipated that a Development Application for the proposal redevelopment of Frank Vickery Village will be lodged.
