A Planning Proposal has been lodged with Sutherland Shire Council to permit a land exchange between Sutherland Shire Council and Bupa Care Services Pty Ltd. The land exchange will facilitate future expansion of the Bupa Aged Care facility at 42 Auburn Street, Sutherland.
Part 99R Acacia Road Sutherland (Part of Lot 11 DP1103619)
Reclassify approximately 445m2 of the site from Community Land to Operational Land.
Rezone the subject land from RE1 Public Recreation to R4 High Density Residential.
Apply development standards to the subject land consistent with the adjacent R4 zoned land:
Floor space ratio of 1.5:1;
Maximum height of buildings of 20m; and
Minimum landscaped area of 30%.
Part 42 Auburn Street Sutherland (Part of Lot 200 DP1110295)
Rezone approximately 445m2 of the site from R4 High Density Residential to RE1 Public Recreation.
Remove development standards on the subject land consistent with the adjacent RE1 zoned land:
Remove floor space ratio of 1.5:1;
Remove maximum height of buildings of 20m; and
Remove minimum landscaped area of 30%.

Following submission of a request to reclassify land, Council Staff must prepare a report to a Council Meeting. The report provides the Councillors with the information required to decide whether to seek a Gateway Determination from the NSW Government.

A Planning Proposal is prepared by Council requesting reclassification and rezoning of the land. The proposal includes detailed assessment regarding impacts on the community and other aspects of the environment.
Gateway

The Planning Proposal is reviewed by NSW Planning and Environment. Following the review, a Gateway Determination will be issued which states whether the Planning Proposal can proceed to community consultation. The Gateway Determination will also identify any conditions or changes required by NSW Planning and Environment for the proposal to proceed.

The Planning Proposal has been publicly exhibited from the 21st of December to the 31st of January 2017.
All Planning Proposals which seek to reclassify Council land must hold a public hearing in addition to the usual exhibition requirements. The Public Hearing was held at 6:30PM on Thursday 23rd of February on Level 2 at Council's Administration Building. For more information please contact Lucia Coslovi on (02) 9710 0574.
Following the Community Consultation process, the submissions received will be reported to Council and the amendment will be assessed.
Assessment

Council reviews all submissions and the results of the public hearings. Council then decides whether to proceed with the proposal and whether any further changes are required. Substantial changes to the Planning Proposal at this stage may require a second Gateway determination.

A report into the proposal, considering all public submissions and the results of the public hearing, was considered and recommended to proceed to full Council Meeting by the Shire Planning Committee on 1 May 2017. A formal decision on the proposal to proceed was made at the full Council Meeting on 15 May 2017.
