Why are new fees being proposed?

Council is proposing new fees to reflect the level of staff input, technical assessment, land occupation, administration or compliance activity associated with delivering the new functions. The table below summarises why an amendment is required for each proposed fee category.

    Fee category
    Reason for amendment
    Shared Scheme E-micromobility
Recent NSW micromobility reforms require councils to authorise and manage shared scheme operations. Council will need to assess proposed operating areas, parking arrangements, no-go zones, go-slow zones, safety and access impacts, public amenity issues and ongoing operator performance before shared e-bike or e-scooter services commence.
    Electric Vehicle Charging Infrastructure
Charge Point Operators are seeking to install and operate revenue-generating electric vehicle charging infrastructure on Council-managed land. A fee framework is required before operators are granted access to car parks or dedicated charging spaces, so that Council can recover costs associated with assessment, occupation, signage, line marking, compliance and ongoing administration.
Local Environmental Plan Making - Planning Proposal Scoping Reports
The updated Local Environmental Plan Making Guideline establishes scoping as a substantive front-end step in the planning proposal process and introduces Standard and Complex classifications. This requires earlier and more detailed Council assessment of strategic merit, site-specific merit, infrastructure issues, agency matters and information requirements before formal lodgement.
Housing Delivery Authority and State Significant Development Applications
The NSW Government-led housing pathway is increasing demand for Council input on major housing and State Significant Development matters outside the ordinary development application process. Council advice may include strategic planning, traffic, public domain, urban design, infrastructure, engineering, environmental and community considerations.
    Development Assessment – Pre-DA Advice
Pre-development advice for dwelling alterations and additions, and new dwellings, involves the assessment of planning controls and the provision of written advice to applicants. The proposed fee will contribute to the cost of providing this service.

How did Council determine the draft fee structure?

We have determined the draft fees and charges by considering the resources we’ll need to manage these new functions.

The proposed fees have been benchmarked against comparable NSW councils, including Northern Beaches, Bayside, Georges River, Waverley, Randwick, City of Sydney and North Sydney councils.

When are shared e-bike services arriving in Sutherland Shire?

Council is not aware of a start date for shared e-bike services to operate in Sutherland Shire.

Why are different e-micromobility zones proposed?

The draft shared e-micromobility fees include different zones to reflect the different levels of demand, management effort and public domain impact across the Sutherland Shire. Areas with higher activity, greater parking pressure or more complex public domain management may require more Council oversight, including assessment of operating areas, parking arrangements, no-go zones, go-slow zones, safety and accessibility impacts, amenity issues and operator performance. The proposed zone-based approach is intended to make the fee structure more proportionate to the level of Council resources required to manage shared e-micromobility operations in different locations.

Are there any other changes to Council’s fees and charges?

No, all other fees and charges will remain the same until the next review in 2027.
