Draft Planning Agreement – 544-550 Box Road, Jannali

Council is seeking feedback on a draft Planning Agreement to support a laneway widening and upgrade in association with a recently-approved mixed use development at 544-550 Box Road, Jannali.

The development includes four residential units, centre-based childcare, a medical centre, and commercial and retail. It is currently under construction after receiving approval in April 2026.

About the draft Planning Agreement

At its 14 September 2026 meeting, Council endorsed exhibiting a draft agreement which requires development applicants 3Gen Ltd and Jannali No. 1 Pty Ltd to:

  • Dedicate a 1.5m strip of their site, adjoining Leopold Lane, to Council (comprising approximately 45 square metres of land); and
  • Deliver road widening works, including footpath, kerb and gutter improvements at the 1.5m strip of land, prior to the development being occupied.

Leopold Lane currently provides rear access and servicing for commercial premises fronting Box Road and Railway Crescent.

The draft Planning Agreement supports the objectives of the Sutherland Shire Development Control Plan 2015 and Jannali Public Domain Plan 2026 by improving the laneway’s functionality, pedestrian movement, servicing arrangements and public domain outcomes.

In the long-term, the full length of the laneway is expected to be widened and upgraded as redevelopment occurs.

The design of the proposed road widening works at this site was determined as part of the development’s consent. This draft agreement is now seeking to clarify the proposed mechanism to deliver the works.
