Draft Sutherland Shire Affordable Housing Contribution Scheme

Affordable housing is essential to creating a diverse and thriving community.

Council has prepared its draft Sutherland Shire Affordable Housing Contributions Scheme which outlines how and where we will collect contributions to support the supply of affordable housing. The scheme aims to enable very low to moderate income households to continue living and working in Sutherland Shire.

The Affordable Housing Contribution Scheme ensures that for properties that have received increased development potential, a portion of that value is reinvested into affordable housing. The Scheme:

  • Recognises affordable housing as essential infrastructure for a well-functioning community
  • Supports low- to moderate-income households, ensuring that essential workers, families, and individuals can continue to live and work within their local community
  • Captures value from landowners benefiting from rezoning
  • Applies to developments which benefit from increased potential. Only sites that gain additional development capacity through the planning process will contribute.

Next steps

Following community consultation, Council will review and consider all feedback received. The feedback may support some changes being made to the draft before it is finalised for adoption by Council. We will keep our community updated of progress.

  • Affordable Housing Contribution Scheme adopted

    Thank you for your recent input into Council's Draft Affordable Housing Contribution Scheme.

    All feedback was reviewed and considered by Council. The Strategy was adopted by Council on 21 July 2025. The final Strategy is now on our website.

    This Strategy explains how Council will collect contributions from certain new developments. The contribution will help fund more affordable housing for the community.

    Our next steps will be to develop Place Plans to put the Affordable Housing Contribution Scheme along with the Local Housing Strategy 2041 into action. These plans are being prepared for Miranda and Sutherland-Kirrawee centres, and later for Cronulla, Engadine, Caringbah, and other centres in the Sutherland Shire will follow.

    Thank you to everyone who provided feedback on our Draft Affordable Housing Contribution Scheme from 16 April to 23 May 2025. Your input will help shape affordable housing options in Sutherland Shire.

    The Contribution Scheme will be going to Council's July 2025 meeting for adoption. We will keep our community and interested participants updated of progress.
