Why is the Voluntary Planning Agreement being revised and exhibited
In 2010, a Voluntary Planning Agreement (VPA) was developed between Council and third parties for the Shearwater Landing and Greenhills Beach residential development which supported the development of parklands and playing fields.
In addition to these commitments in 2020, Breen lodged a State Significant Development Application (SSDA) for a new Resource Recovery Facility on their site at Kurnell. The SSDA contained several components that differed from the commitments required to be delivered under a 2010 VPA between Breen, Australand/Frasers and Council.
These differences have now been addressed in a new VPA which also delivers new and additional benefits to the community.
