Breen Voluntary Planning Agreement for Kurnell - Exhibition

Council is consulting with the community about a draft Voluntary Planning Agreement (VPA) for 330 Captain Cook Drive Kurnell.

The draft VPA is associated with the Breen proposal for a new Resource Recovery Facility at Kurnell. It confirms key features of the Embellished Marang Parkland works including landscaping, recreation and sports facilities, and supports Council's long term strategy to contribute to an active, safe, healthy, vibrant and liveable community.

What is changing?

The updated draft VPA for the site at 330 Captain Cook Drive, Kurnell (Marang Parklands) seeks to:

  • Finalise the development parameters between Council, State Government and Breen Resources Pty Ltd and fix inconsistencies between 2010 VPA and current application deliverables
  • Inform the new proposed resource recovery facility (covered by a State Significant Development [SSD] that has already been exhibited) including a new levy which will be used to maintain roads and parklands in the area
  • Document the improvements to Marang Parkland and additional community benefits as outlined below.

Key features of the Embellished Marang Parkland works which are covered under the SSD and committed under this draft VPA include:

  • Car parking for 200 cars and coaches
  • Outdoor amphitheatre
  • Picnic facilities, including picnic tables and shelters
  • Playground and village green
  • Slide at the key lookout point
  • Accessible walking tracks and trails
  • Extensive landscaping across the Embellished Marang Parklands comprising Kurnell Dune Forest, Coastal Heath and grasses.

What happens next?

The draft Voluntary Planning Agreement and all submissions will be considered by Council following this public exhibition. Once the Agreement is finalised and endorsed by Council the VPA will be signed by Breen and Council, and come into effect when the SSD application is approved.
