Voluntary Planning Agreement (VPA) - Lucas Heights Resource Recovery Park expansion

You are invited to comment on the draft voluntary planning agreement (VPA) between SUEZ Recycling & Recovery (NSW) Pty Ltd, SUEZ Recycling and Recovery Pty Ltd and SUEZ Recycling & Recovery Holdings Pty Ltd (‘the Developers’) and Council, for the expansion of the Lucas Heights Resource Recovery Park.

The VPA is being offered to compensate for any impacts that may be experienced by the community as a result of the proposed expansion of the Lucas Heights Resource Recovery Park and for the delay in the provision of community parklands at the end of the proposal.

Key community benefits arising from the VPA include:

  • Monetary contributions, including payments totaling $100 million over 15 years, including an upfront payment of $10 million,

  • Improved environmental performance due to incorporation of best practice environmental management and substantial Operational Environmental Management Plans,

  • Preferential treatment of Sutherland Shire waste, including an exclusive reserved capacity of 50,000 tonnes per annum for Sutherland Shire waste.

  • Provision of 149 hectares of community parkland in 2040.
