Review of Community Leasing Policy

Council is reviewing how we manage agreements with occupants of community buildings and land, and we want your feedback.

Council owns and manages a diverse portfolio of community and Crown land across the Sutherland Shire and provides access to these buildings and land to support social, cultural, recreational, educational, environmental and community services.

Many community organisations are supported through Council-owned and managed buildings and facilities, including sporting clubs, not-for-profit service providers, preschools and community groups. We recognise and value the vital role these organisations play in delivering services, maintaining facilities and contributing to the wellbeing of the local community.

Under the NSW Local Government Act 1993, anyone occupying a building on Council-owned or managed land must have a valid agreement in place, such as a lease, license or hire agreement.

The current Community Leasing Policy, adopted in 2022, guides how Council manages occupation agreements for community buildings and land. The review aims to ensure the Policy provides clear, consistent and equitable principles for leasing, licensing and managing Council-owned and managed community property, while remaining fair, transparent, compliant and responsive to changing community needs.

Community workshops

Following the initial consultation period, we plan to host some in-person workshops to further understand the needs of building occupants as we revise the Policy. The number of workshops will depend on the level of interest we receive from community members to participate. We expect the workshops to be held in November 2026 at an appropriately sized and located community venue.

Next steps

Following all community consultation activity, Council will review and consider all feedback as we update the Policy. The draft Policy will be presented to Council to consider for public exhibition in early 2027. This is when our community will have an opportunity to view and comment on the draft Policy. We will keep interested members of the community updated.

  • Review of Community Leasing Policy - Survey

    Council is reviewing this Policy to ensure it remains fair, transparent and consistent for community organisations and the broader community. 

    As part of the review, we are considering updates to areas including rental subsidies, financial transparency, shared use, changes in tenancy, approvals for improvements, gambling activities, subletting and compliance. We would like to get a better understanding of our community’s views about these matters.

    The survey should take around 10 minutes to complete. We won't be able to respond to each message but we will carefully consider all feedback and report back to all respondents.
