Exhibition of Planning Proposal for 42a Railway Crescent Jannali (Council car park)

The Council car park at Box Road, Jannali is a key component of the planned commuter carpark and retail precinct being developed between Transport for NSW, Woolworths and Council.
Council is seeking feedback on proposed changes to the Local Environment Plan (SSLEP2015) to support changes to the Council Car park and the next stage of designing the site prior to seeking development approval.
Overview
Transport for NSW (TfNSW) has committed to deliver a 200-space commuter car park at Jannali by 2024 and is seeking to build the commuter car park on the site of Council’s retail and community car park at Box Road, Jannali (known as 42a Railway Crescent, Jannali).
The commuter car park creates a new opportunity for place-making as well as providing both commuter and centre shopper parking. An integrated development with Woolworths and a new public open space/plaza has potential to rejuvenate Jannali Town Centre.
This Planning Proposal aims to:
- Facilitate an integrated mixed used development that combines retail uses with residential units and a commuter car park
- To improve the public domain of Box Road, Jannali so that it is central focus for residents and the wider community
- To enhance the business environment of Jannali Centre.
What is changing?
The preparation of a Planning Proposal is the first step in amending the Sutherland Shire Local Environmental Plan 2015, and working towards the integrated development between TfNSW, Woolworths and Council.
This Planning Proposal for the site at 42a Railway Crescent, Jannali seeks to:
- Rezone the land from SP1 Car Park to B2 Local Centre (consistent with the surrounding centre)
- Apply a Floor Space Ratio of 2:1 to the Council car park (consistent with the surrounding controls)
- Add a local provision which will exclude the floor area associated with 200 space commuter car park from the calculation of gross floor area for the subject sites.
Council will commission experts in design to develop a Development Control Plan. Once these changes are implemented, a Development Application will be lodged with Council. What happens next?
The Planning Proposal and all submissions will be considered by Council following this public exhibition. If the Proposal is considered to have merit and supported by Council, it will be forwarded to the State Government to be made.
Once this amendment is made, a Development Application will be lodged.
