What is the 'South Village' project'?

    The South Village project is a residential and retail development project situated in the heart of Kirrawee on the former brick pit site. The development project is led by companies, Deicorp and Payce, and was originally approved by the NSW Planning and Assessment Commission in 2012. In addition to residential apartments, this project will include amenities accessible to the community, including:

    • Cafés
    • Restaurants
    • Coles and Aldi Supermarkets
    • Parkland and community playground for residents and visitors
    • A multipurpose facility.

    What is a Voluntary Planning Agreement (VPA)?

    A Voluntary Planning Agreement (VPA) is a legal document created under the Environmental Planning and Assessment Act 1979 (EP&A Act) between developers and government agencies (including councils). VPAs are a form of ‘development contribution’ and provide an opportunity for the community to benefit from a development. A VPA sets a framework for the provision of funds, the dedication of land free of cost, or the carrying out of works that provide a material public benefit. This contribution can be for infrastructure, services, public amenities or the enhancement of the natural environment. The funds or works must deliver a positive planning benefit.

    In this case, the proposed VPA is between Sutherland Shire Council, South Village Pty Ltd (ACN 164 771 224) atf South Village Trust and Combined Projects (Kirrawee) Pty Ltd.

    What are the benefits of this VPA for Council/the community?

    The planning agreement will secure the following benefits for the Sutherland Shire community:

    • a new 9000 square metre public park, embellished in accordance with Landscape Plans and Final Design Brief
    • dedication to Council of a 1,500m2 multi-purpose space within the South Village shopping centre
    • monetary contribution towards public domain ($500,00) and road improvements ($250,000) within the Kirrawee shopping precinct and in Oak Road.

    Features of the park design include:

    • an inclusive playground area featuring traditional play elements for older and younger children and shade
    • picnic facilities with drinking fountains
    • bicycle parking
    • conservation of existing Sydney Turpentine Ironbark Forest (STIF) on site and supplementary STIF planting
    • equitable pedestrian access to all major facilities
    • seating and resting points
    • shared pedestrian/cycle path
    • perimeter fencing
    • lighting on “smart” poles with provision for CCTV and Wifi connectivity
    • provision of a sewer connection to the park and allowance within the park layout for construction of public toilets at some future stage if required.

    The park is expected to be completed by December 2019.

    When will the new park be opened?

    The playground within the new park is expected to be opened in December 2019. The area in the centre of the open space will be turfed and fenced off until December to allow the grass to establish. The entire open space is planned to be open before Christmas.

    What is the multipurpose facility?

    The multipurpose facility is a space within the South Village development that the developer will transfer to Council. The future use of the space by Council is not part of the terms of the VPA and will be subject to further consideration by Council in coming months.

    Where will the multipurpose facility be located?

    The new multipurpose facility will be on the ground floor of building G, directly across the road from the parkland.

    What improvements will be made to the Kirrawee Shopping Village with the developer contribution?

    One of the financial contributions under the VPA is a $500,000 contribution to improve the Kirrawee Shopping Village. Council will facilitate a separate engagement process with retailers and the local community about improvements to Kirrawee Shopping Village in coming months.     What do I need to consider when making a submission?

    While all viewpoints are welcomed, it is important to note that the focus of this exhibition is the content of the Voluntary Planning Agreement. All comments will be documented however Council will only formally consider those matters addressed in the VPA.

    What happens once the exhibition period has finished?

    Once the exhibition period has ended, all submissions will be reported to Council. Upon Council's  approval, the VPA can come into force and works commenced.
