Draft Road Reserve Leasing Policy

Consultation period: Thursday 8 June to Thursday 6 July 2023

Council has drafted a new Road Reserve Leasing Policy that applies to existing and new roads that are owned by Council and accompanied by legislative obligations. The draft Policy allows adjoining property owners to apply to lease an area of Council owned road reserve adjacent to their property.

Occupation types for road reserve leases include, but are not limited to:

  • Carports
  • Landscaped areas
  • Garages
  • Fences
  • Storage under driveways
  • Any other temporary structure that can be easily demolished or removed.

Following community consultation, Council will review and consider all feedback. Some changes may be made to the draft Policy. It will then be finalised and reported to Council for adoption. We will keep interested members of the community updated.

    Update on our Draft Road Reserve Leasing Policy

    Thank you to everyone who participated in this consultation.

    We received 12 responses to our survey.

    Overall, most survey participants agreed with the 4 principles guiding the decision making for granting and managing road reserve leases.

    We acknowledge there were some concerns raised including the use of the land by the community and the on-going maintenance of the road reserve.

    Council is reviewing all feedback received and there may be changes to the policy. The policy will then be resubmitted to the Governance Sub-Committee for review, prior to being submitted to the elected councillors for approval and adoption.

    We will keep interested participants updated on the progress of this policy.
