Draft Amendments to Sutherland Shire Development Control Plan 2015 - General, Stormwater, and Flooding Controls

We are proposing updates to the Sutherland Shire Development Control Plan (DCP) 2015 to make it easier to understand, more consistent, and better aligned with current laws and environmental standards.

The proposed updates focus on managing stormwater, flooding, and broader environmental matters to support sustainable and resilient development across the Sutherland Shire.

What’s changing

The updated plan has a clearer structure and is easier to navigate. Key changes include:

  • State employment zone reforms: The state government has replaced 'Business' (B) zones with new 'Employment' (E) zones across NSW. Council has updated the DCP, so local development controls align with the new zone names and structure.
  • Stormwater, flooding, and environmental controls: The rules for managing stormwater, flooding, and environmental impacts have been updated to match current best practice. Council has reflected these changes in the DCP.
  • Clearer requirements for waste management and managing acid sulphate soils (soils that can release acid when disturbed).

This review ensures that the DCP keeps pace with new environmental and technical standards. It will make the document easier for residents, builders and developers to use, and help Council apply the controls more consistently in assessing development proposals.
