Draft Amendments to Sutherland Shire Development Control Plan 2015 - Vehicular Access, Traffic, Parking, and Bicycles

We are proposing amendments to the Sutherland Shire Development Control Plan (DCP) 2015 to make parking requirements in new developments clearer, more flexible, and better aligned with sustainable transport goals.

The proposed updates focus on providing parking rates that meet existing and future demand. This aims to encourage walking, cycling, and public transport, support electric vehicle infrastructure and car sharing, reduce traffic and emissions, and contribute to housing affordability.

What’s changing

Key amendments propose minor increases in car parking rates for dwelling houses and residential flat buildings and shop-top housing. This will help to meet demand and reduce reliance on on-street parking. Decreases in parking rates for childcare centres, retail, and offices will help to adequately meet demand, encourage turnover, reduce construction costs, and increase amenity. Parking rates for residential dwellings, dual occupancies, and other areas remain unchanged.

The DCP has also been updated to align with Guide to Transport Impact Assessment (GTIA) rates, which set minimum parking standards that Council cannot refuse. It also clarifies that developers may still provide additional parking if needed.

Rules for basement and garage parking have been simplified, allowing certain spaces to be excluded from gross floor area calculations when design standards are met.

These changes complement other Council initiatives aimed at better managing traffic and parking, including new car parks, improved turnover, smart parking technology, and advocacy for more commuter parking.

The amendments introduce requirements for electric vehicle charging, car share spaces, and green travel plans to support more sustainable transport options.

These updates will make parking controls more consistent and better reflect local conditions. This will provide flexibility for residents and developers when determining parking rates provided in new developments.
